How to Reach

By plane

Otsu does not have its own airport. The nearest airport is Osaka's Itami Airport, but Kansai International Airport is an equally viable option. There are no shuttles or limosine buses from either airport to Otsu however, From Itami Airport you can take a limosine bus to Kyoto (¥1,280) or Osaka (¥490) and then continue to Otsu by train. From either airport, you can travel from the airport to Otsu by train.

By train

From Kyoto, take the JR Biwako Line from Kyoto Station to Otsu. Alternatively, you can take the Keihan Keishin Line to Hamaotsu Station. From Kyoto Station, the JR line will be most convenient, but from Eastern Kyoto or the subway Tozai Line, Keihan railway is the better option.

By subway

The Subway Tozai Line connects Otsu to eastern, central, and western Kyoto. From Higashiyama, Keihan Railway connects to the subway from Sanjo Station.

Ishiyama-dera

Ishiyama-dera is a Shingon temple in otsu in Japan's Shiga Prefecture. It was constructed around 762 CE, and is said to have been founded by Roben. The temple contains a number of cultural assets. According to literature available at the temple complex, the guardian carvings at Sanmon/Todaimon are by Tankei and Unkei.
Allegedly, Murasaki Shikibu began writing The Tale of Genji at Ishiyama-dera during a full moon night in August of 1004. In commemoration, the temple maintains a Genji room featuring a life-size figure of Lady Murasaki and displays a statue in her honor.This temple is the thirteenth of the Kansai Kannon Pilgrimage.

Hiyoshi Taisha

Hiyoshi Taisha shrine is a Shinto shrine located in otsu, Shiga, Japan. The West Hall of Worship and the East Hall of Worship  have been designated by the Agency for Cultural Affairs as National Treasures in the category shrines.Hiyoshi Taisha was first recorded in Kojiki, written in the 8th century. In the Middle Ages, the Enryaku-ji temple influenced the shrine to include some Buddhist essence.
The buildings of the shrine were burnt when Oda Nobunaga destroyed Enryaku-ji in 1571. The existing buildings were constructed in the last quarter of the 16th century.

Biwako Hall

Gichu-ji Temple

The burial place of famed haiku poet Matsuo Basho, of Narrow Road to the Deep North fame. The temple is 300m away from JR Zeze Station, one stop from Otsu on the JR Tokaido Line. Entrance is ¥200.  

Enryakuji Temple

The head temple of Tendai Buddhism and a World Heritage Site located atop Mount Hiei.
